Roughly 40% of co-op funds go unused.

That's not a rounding error. It's about $14 billion a year (Borrell Associates).
For a manufacturer, every unclaimed dollar is brand exposure you already budgeted for — and never got.
Four numbers tell you whether your program money is actually moving:
→ Utilization rate: what % of allocated dealer funds got claimed
→ Unclaimed allocations: the dollar amount sitting untouched
→ What's expiring in the next 30/60/90 days
→ What was forfeited last period, by dealer and region
Most programs can't produce these four numbers without a week of spreadsheet archaeology.
And if reporting requires archaeology, it isn't governance. It's an autopsy.
